Building Insurance (Opstalverzekering) in the Netherlands Explained

desibiz.nl Team · Last updated · 3 min read

Opstalverzekering, building or structure insurance, covers the physical house itself: walls, roof, built-in kitchen, fixed flooring, and attached structures like a garage or shed. It is not required by Dutch law, but if you have a mortgage your lender will require it, since the house is the collateral on the loan. This guide covers what it is, when you actually need it, what it costs, and what to watch for if you own an apartment.

What Does Opstalverzekering Cover?

Opstalverzekering protects the building and anything permanently fixed to it against damage from fire, storm and hail, burst water pipes, electrical faults, and structural impact. It is the counterpart to inboedelverzekering (contents insurance), which protects everything movable inside the home instead. If you want the full picture on protecting furniture, electronics, and belongings, see our separate guide to home contents insurance (inboedelverzekering).

Is It Legally Required?

No. Dutch law does not require homeowners to carry building insurance, so technically you could own a house uninsured, entirely at your own risk. In practice, almost nobody does this, because of mortgage rules and plain common sense.

What Your Mortgage Lender Requires

If you buy with a mortgage, your lender will require an active opstalverzekering for as long as the mortgage runs, because the house secures the loan. The lender cannot force you to buy the policy from them specifically: you are free to shop around and submit your own policy schedule (polisblad) to your mortgage advisor, as long as the cover meets their minimum requirements.

Apartment Owners: What the VvE Arranges

If you buy an apartment, building insurance is usually arranged collectively through the Owners' Association (VvE), with the cost folded into your monthly service charge, so you typically do not need a separate private policy for the structure itself. This only holds if the VvE is actively managing this; if the VvE is inactive or dormant, the responsibility can fall back on individual owners, so it is worth confirming directly with the VvE board before assuming you are covered. Either way, you will still want your own inboedelverzekering for your personal belongings.

Renters: You Don't Need This One

If you are renting, building insurance is your landlord's responsibility, not yours. As a tenant, the policy that matters to you is contents insurance, plus optionally personal liability cover. See our guides on finding housing and renting a house in the Netherlands for the wider picture of what a landlord versus a tenant is responsible for.

Avoiding Underinsurance

When you take out opstalverzekering, many insurers ask you to work out the rebuild value of your home using a tool called the herbouwwaardemeter, a questionnaire covering size, construction type, and location. Filling this in accurately usually comes with a guarantee against underinsurance, meaning the insurer cannot reduce a payout later by arguing your home was worth more than you declared. It is worth taking a few minutes to fill this in properly rather than guessing a number.

All-Risk vs Basic, and Glass Cover

A basic opstalverzekering covers named risks like fire, storm, and water damage. An all-risk version also covers sudden, unforeseen accidental damage that does not fit a named category. Separately, check whether window glass breakage is included by default or needs to be added as a glasverzekering module, since this varies between insurers.

What Does It Cost?

Based on guidance from ANWB, most homeowners pay roughly 13 to 38 euros a month for opstalverzekering, with the exact price depending on the size, type, and rebuild value of the home, the roof and building materials, and the postcode. Detached homes and homes in storm or burglary prone areas tend to sit at the higher end. Many insurers offer a discount if you bundle opstalverzekering with contents and liability insurance under one "woonpakket."
