Zorgtoeslag 2026: Dutch Healthcare Allowance Explained

desibiz.nl Team · Last updated · 5 min read

Zorgtoeslag is a monthly government contribution toward the cost of your mandatory Dutch health insurance, and in 2026 the maximum amount is going down slightly rather than up: €129 a month for a single person and €246 a month for a household with a toeslagpartner, both about €2 to €4 lower than in 2025. Whether you are a student on a tight budget or a working professional with a full salary, the conditions below come directly from the Belastingdienst's own 2026 pages.

Zorgtoeslag is administered by Dienst Toeslagen, the same part of the Belastingdienst (Dutch Tax and Customs Administration) that handles huurtoeslag, kinderopvangtoeslag and kindgebonden budget. Since everyone living in the Netherlands is legally required to carry Dutch health insurance from the moment they turn 18, zorgtoeslag is one of the first things most newcomers should check, it can meaningfully offset a cost you cannot opt out of.

What Zorgtoeslag Actually Is

Zorgtoeslag is a contribution toward the premium (premie) you pay to your Dutch health insurer, paid monthly once approved. It is not dependent on which insurer you choose or how much your specific premium is, the amount is calculated from your income and household situation, not your actual insurance bill. It is one of four main Dutch toeslagen, alongside huurtoeslag, kinderopvangtoeslag and kindgebonden budget, all managed through the same Mijn toeslagen portal.

Who Can Apply: The Basic Conditions

To qualify for zorgtoeslag, you generally need to meet all of the following:

  • You are 18 or older
  • You have a Dutch health insurance policy (een Nederlandse zorgverzekering)
  • Your income is within the 2026 limits described below
  • Your assets are within the 2026 limits described below
  • You have Dutch citizenship, a valid residence permit, or another qualifying immigration status

If you have a toeslagpartner (a spouse, registered partner, or someone you live with and share a household with), their income and assets are counted alongside yours, and the income and asset limits both increase to reflect that.

Income and Asset Limits in 2026

The Belastingdienst publishes clear, fixed figures for zorgtoeslag, unlike some of the other toeslagen where the 2026 rules moved to a formula-based approach.

Income limits for 2026:

  • €40,857 per year for a single person
  • €51,142 per year combined, if you have a toeslagpartner

Asset limits for 2026 (measured on 1 January of that year):

  • €146,011 for a single person
  • €184,633 combined, if you have a toeslagpartner

If your income or your assets exceed these amounts, you do not qualify for zorgtoeslag for that year, regardless of your actual health insurance premium.

How Much You Can Get in 2026

The maximum amounts for 2026 are:

  • €129 per month for a single person, at incomes up to roughly €29,500
  • €246 per month for a household with a toeslagpartner, at incomes up to roughly €29,500 combined

These are both a small decrease from 2025, when the maximums were €131 and €250 respectively. Above that income level, the amount tapers off gradually as your income rises, reaching zero once you cross the €40,857 or €51,142 thresholds above. Zorgtoeslag is calculated from your toetsingsinkomen (assessment income, broadly your gross annual income) and your household situation, not from the actual premium you pay your insurer, so switching insurers or plans does not change your zorgtoeslag amount.

Zorgtoeslag for Students

For most students, income is the main factor, not assets. If your income from a part-time job, internship, or student finance stays well under the thresholds above, you are likely to qualify for close to the maximum amount. Where students sometimes lose out is by not realising that any side income, including freelance or gig work, counts toward your toetsingsinkomen for the year, if a good year of part-time work pushes your total income close to or over €40,857, your zorgtoeslag will shrink or disappear for that year. The asset limit rarely affects students, since few have savings anywhere near €146,011, but it is worth knowing it exists if you have savings from abroad or a previous job.

Zorgtoeslag for Working Professionals

For working professionals, the income taper is the part to plan around. Since zorgtoeslag is calculated on your toetsingsinkomen for the full year, a raise, bonus, or new job partway through the year changes your eventual entitlement even though it does not affect your health insurance premium at all. Payments made during the year are provisional, based on the income estimate you gave when applying, and the Belastingdienst runs a definitieve berekening (final calculation) after the year ends to compare that estimate against your actual income. If your income rose more than expected, part of what you received may need to be repaid, so it is worth updating your income estimate in Mijn toeslagen as soon as you know your income for the year will be materially different from your original estimate, rather than waiting for the year-end reconciliation to catch it.

How to Apply

Zorgtoeslag is applied for online through Mijn toeslagen using your DigiD. You will need your BSN and an estimate of your income for the year. Once approved, payments are made monthly, and you can apply retroactively, the Belastingdienst's own 2026 guidance confirms that zorgtoeslag, huurtoeslag and kindgebonden budget for a given year can still be requested until 31 December of the year after that benefit year, so there is more room to catch up on a missed application than many people assume.

If you have not yet arranged your Dutch health insurance or set up your DigiD, both need to be in place before you can apply, DesiBiz has separate guides covering Dutch health insurance and DigiD if you have not sorted those yet.

What Changed for 2026, At a Glance

  • The maximum monthly amount decreased slightly: €129 for singles (down from €131) and €246 for households with a toeslagpartner (down from €250)
  • The income limits rose to €40,857 (single) and €51,142 (with a toeslagpartner), so more people stay within scope even as the maximum payout dropped a little
  • The asset limits rose in line with the general toeslagen thresholds to €146,011 (single) and €184,633 (with a toeslagpartner)

Because the direction of the change depends on where your income falls, some people will genuinely receive a little less in 2026 and others a little more, checking the Belastingdienst's own proefberekening tool for your specific situation is more reliable than assuming either way.
